I propose a system that can relieve the phenomena of climates and urban land use nowadays, the Wet Island Effect.As a storage of water, SOIL plays an important role in this system. The public buildings are constructed of not only SRC but also SOIL, which provides a good environment for plants and public activities.
Laden with urban ecosystem, this type of buildings are islands scattering over the city. These are the infrastructure that can store soil and water, the façade of public areas, and the monuments of the high temperature in the city.
